National Assembly Sends Coastal Zone and Climate Change Bills to Committee Stage

The National Assembly on Monday advanced two key environmental bills to the committee stage after concluding their second readings, opening the way for detailed examination of new legislative frameworks on coastal management and climate governance.

Environment, Climate Change and Natural Resources Minister Rohey John Manjang presented both the Gambia Integrated Coastal Zone Management Bill, 2025 and the National Climate Change Bill, 2025, describing them as critical to protecting the country’s fragile ecosystems and enhancing national resilience to climate impacts.

Introducing the Coastal Zone Management Bill, the Minister said the proposed legislation seeks to ensure coordinated management of coastal areas, adherence to international environmental standards and sustainable utilisation of coastal resources. She noted that the Bill focuses on biodiversity protection, strengthened governance structures and long-term sustainability in coastal development.

Following her presentation, the Member for Kiang West seconded the motion. The Assembly later agreed to suspend debate and refer the Bill to the Assembly Business Committee (ABC) for onward transmission to a relevant committee.

Lawmakers then proceeded with the second reading of the National Climate Change Bill, which Minister Manjang described as the first comprehensive legal framework on climate governance in the country. She said the Bill aims to establish clear institutional and regulatory structures for climate action, improve national coordination and mainstream climate considerations into development planning. It also provides for climate financing mechanisms, including the creation of national climate funds and participation in carbon markets.

The Minister further highlighted provisions on enhanced climate data monitoring and support for vulnerable communities through nature-based and low-carbon development initiatives. The Bill underscores social equity, climate education and inclusive participation of women, youth and local communities.

The Member for Niamina West seconded the motion, after which the Assembly suspended debate and referred the Bill to the ABC for further committee processing.
