Minister Gomez Presides Over the Validation of the First-ever Civil Service University Strategic Plan 2026–2030

The Honourable Minister of Higher Education, Research, Science and Technology, Professor Pierre Gomez, on Wednesday, 30 July 2025, presided over the first-ever validation workshop of the Civil Service University (CSU) Strategic Plan 2026-2030.

The validation workshop held at the Sindola Lodge, Kanilai, brought together administrative and technical staff of the CSU and stakeholders to review the strategy for the enhancement of the establishment of the Civil Service University, ensuring its alignment with national priorities and institutional goals.

Speaking at the validation, the Honourable Minister of Higher Education, Research, Science and Technology, Professor Pierre Gomez, emphasised that the establishment and operationalisation of the Civil Service University is not merely a rebranding exercise. Instead, it signifies a fundamental institutional reform aimed at aligning public sector learning systems with national development priorities and the needs of a modern, professional civil service.

Minister Gomez stated that the document is a statement of purpose, direction, and institutional resolve that defines the CSU’s mission to become a centre of excellence in public administration, governance, and service delivery, producing a new generation of professionals grounded in competence, ethics, and innovation, and capable of driving meaningful transformation across the public sector.

“The Civil Service University must emerge from this process as a model institution, responsive to the current challenges of the civil service, and proactive in preparing for the opportunities of tomorrow,” he said.

He commended the CSU Governing Council and management for carrying out a depth of consultation, reflection and foresight that has shaped the draft strategy. He also applauded the technical team and development partners for supporting this process with insight and expertise.

The Chairperson of the Civil Service University Governing Council, Dr. Burama L.J. Jammeh, said that the Civil Service University is uniquely positioned to champion public service excellence and national development.

He stated that over the past months, they have worked collaboratively, as Council, Management and as partners to envision a CSU that meets the urgent and evolving needs of The Gambia’s civil and public service.

“We have scrutinised our purpose, our potential and our priorities resulting in this draft Strategic Plan 2026–2030, which we now place before you for rigorous review and final validation,” he concluded.

For her part, Fatou A. Barry, Deputy Provost at the Civil Service University, said that the document will serve as a roadmap for their focus over the next five years of the Transformation of the former MDI into the Civil Service University (CSU).

“It is through this Strategic Plan; we aim to communicate to the wider community the direction we have chosen for the new CSU,” she revealed.

Mrs. Barry informed that the plan outlines CUS’s vision, which is centred on five priorities, including Institutional Sustainability, Governance and Partnerships, Infrastructure and Digital Transformation. Other priority areas, she said, are for Faculty Development and Research Innovation, Academic Excellence and Curriculum Reform and Graduate Employability and Academic Progression.
