The Reds are keen on the 22-year-old as they look to bolster their options in the wide attacking areas.
Minteh is currently sidelined after undergoing surgery on a right-leg injury suffered during Brighton’s 3-0 friendly victory over Roma earlier this month.
He is expected to remain out of action for around another eight weeks.
But despite his injury, the Gambia international is understood to be keen on a potential move to Anfield if Liverpool and Brighton can agree a fee.
Minteh is under contract with the Seagulls until 2029, leaving Brighton in a strong position when it comes to negotiations.
The winger is one of several players Liverpool are monitoring as they assess their attacking options.
Liverpool have already brought in Spain international Victor Munoz but further additions in the wide areas remain a priority.
Minteh has established himself as a regular Premier League performer since joining Brighton from Newcastle in a £30m deal in the summer of 2024.
He has scored nine goals and provided eight assists in 66 Premier League appearances for the Seagulls.
Most of those outings have come on the right flank, although he has also operated on the left when Japan international Kaoru Mitoma has been unavailable.
Minteh’s pace has made him a major threat for Brighton, although his end product has sometimes been inconsistent.
However, the 22-year-old is regarded as a player with plenty of potential to improve further.
Liverpool’s interest comes at a significant time for Brighton, who have already lost Danny Welbeck to Chelsea.
Minteh and the currently injured Mitoma have been among Brighton’s main attacking threats from the flanks during the past two seasons under Fabian Hurzeler.
The Seagulls have moved to strengthen their forward line following Welbeck’s departure, signing Canadian international Promise David on loan from Union Saint-Gilloise with an obligation to buy.
Brighton also have a number of other young wingers on their books, including £21.8m summer signing Zadok Johanna, who arrived from Swedish side AIK.
But Minteh’s Premier League experience means his departure would still represent a significant blow.
The transfer interest in Minteh also comes as Manchester United pursue another Brighton star, with the Red Devils stepping up their interest in midfielder Carlos Baleba.
United have reportedly offered around £60m, plus a further £5m in add-ons, although that figure remains below Brighton’s asking price.
Brighton now face a major decision over Minteh, with Liverpool having already made their intentions clear with a £50m offer.
The Seagulls’ rejection means the ball is firmly in Liverpool’s court if they want to take their pursuit of the talented winger any further.
