H.M. Mohammed VI, King of Morocco, Calls for General Mobilization to Accelerate Implementation of Inclusive Development Programs

 

.Calling for a general mobilization to consolidate social and territorial justice, His Majesty King Mohammed VI has set a clear priority: to accelerate the new generation of development programs. In His speech on Friday, 10th October 2025, on the occasion of the opening of the final legislative year of the current term of the House of Representatives, the Sovereign warned against any negligence that undermines the effectiveness of public investments and urged rigorous and responsible management of national resource.
The King Mohammed VI called on parliamentarians to complete the ongoing legislative processes, to continue implementing the programs and projects already underway, and to remain attentive to citizens. He emphasized that the complementarity between major national projects and social programs must be preserved, as both components aim for the same goal: developing the country and improving the living conditions of citizens.

The Sovereign also stressed the importance of communication and guiding citizens regarding public initiatives, believing that this mission is not the sole responsibility of the government but of all representative institutions, political parties, media, and civil society actors.
A New Generation of Territorial Programs.Following up on the Throne Day Speech, His Majesty King Mohammed VI reaffirmed the necessity to accelerate the implementation of a new generation of territorial development programs. He emphasized that these programs must be part of a sustainable dynamic, based on social and territorial justice, and transcend the timeframe of governmental and parliamentary action. “We consider the level of local development to be the true mirror of the progress of an emerging and solidarity-based Morocco, which we are all working to consolidate. In fact, the duo ‘social justice and the fight against territorial inequalities’ is far from being an empty slogan, or a circumstantial priority whose importance could decline with changing circumstances. We rather consider it a strategic orientation that requires the commitment of all actors, as well as a crucial issue that must permeate the various development policies,” noted the Sovereign.

His Majesty the King also emphasized the culture of results, the collection of precise field data, and the use of digital technologies. He indicated that this approach should strengthen the complementarity between urban and rural areas and promote balanced development.
Rigor and Efficiency in Public Management
His Majesty King Mohammed VI called for more rigorous and efficient management of public resources. He stated that “any negligence affecting the effectiveness and profitability of public investments is unacceptable,” inviting all officials to “combat any time-consuming, energy-draining, and resource-greedy practices.”

The Sovereign recalled that the new generation of programs must produce a concrete and lasting impact on the ground, notably the creation of jobs for youth, the tangible promotion of the education and health sectors, as well as territorial upgrading. “Therefore, regarding the new generation of territorial development programs that the government must endeavor to develop in accordance with Our guidelines, We expect them to be characterized by greater speed and to produce a stronger impact. This work must be carried out while respecting a win-win relationship between urban and rural areas,” stressed the Sovereign.
Social Justice and Territorial Solidarity

The royal speech also insisted on the need to strengthen solidarity between regions and to pay special attention to areas in precarious situations. His Majesty the King mentioned mountainous regions and oases, which cover nearly 30% of the national territory, and called for an integrated public policy that takes into account their specificities and potential: “it becomes essential to reconsider the development of mountainous areas which cover 30% of the national territory. Indeed, these spaces must be endowed with an integrated public policy that takes into consideration their particularities and their numerous potentials,” He declared.

The Sovereign also cited the enhancement of the national coastline as a strategic axis for sustainable development, emphasizing the importance of a balance between economic promotion and environmental preservation. Finally, He encouraged the extension of the National Program for the Development of Emerging Rural Centers, to improve citizens’ access in rural areas to local administrative, social, and economic services. “These emerging centers are likely to become an effective link in the dynamic aimed at providing citizens in rural areas with local administrative, social, and economic services,” stressed the Sovereign.
Collective Mobilization and Sense of Duty

In conclusion, His Majesty King Mohammed VI called on the government and Parliament, both majority and opposition, to mobilize all energies to bring the Kingdom’s major projects to fruition. “We expect from all of you […] that you mobilize all energies and all potentialities and that you prioritize the supreme interests of the Nation and its citizens,” stressed the Sovereign.

His Majesty the King exhorted the representatives of the Nation to demonstrate integrity, commitment, and self-sacrifice in the exercise of their functions, concluding His speech with a call to serve the Homeland with loyalty and responsibility.

  1. Haha, what a royal to-do! King Mohammed VI sounds like hes ready to personally roll up his sleeves and implement these programs himself, maybe while juggling! Seriously though, the call for everyone – government, parties, media, and civics – to get on board is like asking the whole village to help build the roof, which is great, but whos bringing the snacks? The emphasis on rigor and results is spot on, though lets be real, stopping time-consuming, energy-draining practices is easier said than actually *doing* it when coffee breaks are a sacred ritual. But the plea for a win-win between urban and rural areas?
