KMC Handpicked 5 Companies to Collect Debt Without Advertisement

 

The Commission received annual reports for single-sourced contracts, contracts committee meeting minutes for 2020 to 2023, and monthly summary reports for 2022 and 2023. The head of the procurement unit provided it, Abdoulie Janneh, brought them on Tuesday in his second time of appearance before the Local Government Commission of Inquiry.

Janneh was asked about the contract awarded to 5 companies to do debt recovery collection for KMC.

“They did not advertise it, and it did not go to GPPA for approval,” the witness said.

The procurement head said everything was done within the KMC. He said the contract was not proper since the procurement rules were flouted. He added that the idea came from Sheriff Njie, the Director of Finance, and the finance unit spearheaded everything regarding that contract.

He was asked about the contract to Senghore Law Practice, a legal firm contracted by the KMC. He said he was not aware of it, and no one has ever told him anything relating to that contract.

He will come back to discuss the details on a date to be scheduled by the Commission.
