Parliament Endorses Anti-Corruption Commission Leaders

The National Assembly on Wednesday officially confirmed the appointment of new leaders for the Gambia Anti-Corruption Commission (ACC), marking a critical step in strengthening the country’s anti-corruption framework.

Serign Mass Jallow was endorsed as Chairperson, while Almameh S. Manga and Isatou J. Nahara were approved as Commissioners, following a motion moved by Baboucarr Bouy the Minister for Public Service, Administrative Reforms, Policy Coordination and Delivery. The appointments are grounded in the provisions of the Anti-Corruption Act, 2023.

Jallow, an experienced auditor with a Master’s in Auditing and 20 years in public sector oversight, brings expertise in financial investigation and public accountability. Manga, a legal practitioner with an LLM in Human Rights and Criminal Justice, has extensive experience in prosecutorial work and international anti-corruption practices. Nahara, a senior magistrate and legal scholar, adds strong judicial experience to the commission.

Speaking during the endorsement, lawmakers highlighted the importance of selecting competent, independent leaders. Hon Alagie Mbowe member for Upper Saloum stressed that the commission’s success depends not only on leadership but also on adequate resources, cautioning against the creation of “ghost commissions” that lack staffing, mobility, and funding.

“Approving commissions is one thing, but we must ensure they have the support to do their work,” said Hon Mbowe. “We cannot set up institutions that exist only on paper.”

Other members praised the rigorous vetting process conducted by the independent Voting Committee, which included representatives from government, civil society, and professional bodies, emphasizing that the appointments reflect a careful balance of legal, financial, and investigative expertise.

The ACC is mandated to investigate corruption, monitor public institutions, prosecute offences, and educate citizens on ethical governance. With the new leadership confirmed, lawmakers expressed hope that the commission would act swiftly to uphold integrity and accountability in the public service.
