State Guard Officer Testifies on Controversial Vehicle “Cannibalization” at MSA

Adama Jagne, a soldier at the Kotu State Guard Workshop, appeared before the Special Select Committee investigating the sales and disposal of government assets identified by the Janneh Commission, shedding light on the controversial handling of vehicles at the Municipal Services Agency (MSA).

Jagne recounted that his involvement in “cannibalizing” vehicles removing parts from some vehicles to repair others was limited to government vehicles brought to MSA for auction. He clarified that the practice was not for personal gain but aimed at making certain vehicles roadworthy and usable. He emphasized that the vehicles he worked on were not under the purview of the Janneh Commission but were government-owned and intended for disposal.

During the tense exchange, the committee challenged Jagne over apparent contradictions in his previous statements about who directed him to MSA. Jagne insisted that he was assigned by the late Secretary General, although the committee noted that vehicle controller Famara Saidy Bah claimed he was not consulted or aware of Jagne’s placement at the agency. “The records suggest otherwise,” the committee observed, highlighting gaps in oversight and institutional record-keeping.

Jagne admitted to moving parts between vehicles but stressed that no vehicle was sold with tampered parts under his supervision. He said the parts removed from auctioned vehicles were repurposed to keep other vehicles operational, with the process verified by State House authorities. “I was limited to government vehicles at MSA and did not touch vehicles under the Janneh Commission’s mandate,” he said.

The soldier also explained his communication process with superiors, describing visits to State House and meetings with Fadera to report on the work. He detailed how he sought guidance and approval for his actions, emphasizing the informal nature of instructions due to the absence of formal deployment letters for his MSA assignment a challenge he also noted affected his previous international deployment to Darfur.

The committee will continue its investigation, focusing on reconciling records, assessing the scope of the cannibalization practice, and ensuring that accountability measures are implemented across public agencies handling government assets.
