Parliament Moves to Bring Lawmakers Closer to the People

The National Assembly has revived its Regional Outreach Programme after several years of dormancy, reaffirming its commitment to deepen public participation in national law-making and democratic governance.

Opening the 2025 Outreach Forum for Members of the National Assembly in Basse, Upper River Region, the Clerk of the National Assembly Mr. Kalipha MM Mbye described the event as “a historic moment in the life of our Parliament,” noting that it marks the return of a long-standing initiative aimed at strengthening the connection between the legislature and citizens across the country.

Held under the theme “Bringing Parliament Closer to the People: Involving Citizens in the Legislative Process,” the week-long engagement brings together lawmakers, regional authorities, civil society representatives, and community stakeholders for open dialogue on parliamentary work and citizen involvement in the legislative process.

The clerk said the outreach reflects Parliament’s renewed commitment to bridging the gap between elected representatives and the people they serve, ensuring that citizens in every region have direct access to their lawmakers.

“The National Assembly, as the embodiment of the people’s will, must remain accessible, responsive, and accountable,” the Clerk stated. “The outreach programme is designed to strengthen that connection to ensure that citizens, regardless of where they live, have the opportunity to interact directly with their elected representatives, understand parliamentary work, and contribute meaningfully to the legislative and oversight processes.”

He emphasized that involving citizens in the legislative process fosters transparency, inclusivity, and trust in governance.

“A Parliament that listens to the people is one that legislates with relevance and impact,” he added, noting that public participation helps build confidence and ownership of the democratic process.

The Clerk commended the leadership of the Honourable Speaker and Members of the National Assembly for their foresight and commitment to revitalizing parliamentary outreach, while also acknowledging the support of regional authorities, civil society, and the people of the Upper River Region for their cooperation in hosting the forum.

He encouraged open dialogue and mutual respect throughout the engagement, urging participants to see the forum as a bridge connecting citizens’ voices with parliamentary action.

The 2025 Outreach Forum runs from October 14th to 18th, featuring discussions and interactive sessions designed to enhance transparency, citizen education, and accountability in the legislative process.
