The National Human Rights Commission (NHRC) Tuesday convened a high-level roundtable conference at Senegambia Beach Hotel to promote the implementation of CRPD-Compliant Budgeting Guidelines.
The event brought together government officials, civil society, Organisations of Persons with Disabilities (OPDs), development partners, and technical experts.
Developed in 2024, the guidelines provide a practical framework for integrating disability perspectives into every stage of the national budget cycle—from planning and allocation to execution and monitoring. They emphasize transparency, participation, and accountability to ensure public resources advance the full enjoyment of human rights for persons with disabilities.
Mr. Emmanuel Daniel Joof, Chairperson of NHRC, said the conference aimed to make the budgeting process inclusive and rights-based. “This roundtable is organized to ensure that persons with disabilities are fully included in national development and governance processes. We hope today’s dialogue will lead to concrete recommendations and a clear roadmap for inclusive budgeting,” he said.
Representing UNFPA, Mr. Lamin Camara highlighted the urgency of prioritizing disability inclusion. “Budgeting is the clearest expression of government priorities. The lack of commitment to disability-inclusive budgets is not only a moral failure but also an economic miscalculation,” he said.
Muhammed Krubally, the Chairperson of NAC stressed that all sectors must respect the rights of persons with disabilities. “Every individual, including government agencies, NGOs, and parastatals, must ensure meaningful participation and inclusion without discrimination,” he noted.
Mr. Mustapha Samateh, Director of Budget at the Ministry of Finance and Economic Affairs, reiterated that budgets reflect government values. “We must institutionalize the participation of persons with disabilities at every stage of the budget cycle. Let us choose to budget for rights and inclusion,” he said.
The conference underscored the NHRC’s commitment to fostering an inclusive governance framework. By promoting disability-inclusive budgeting, the Commission aims to empower persons with disabilities and ensure that national development truly leaves no one behind.
