GRA Confirms Full Tax Collection On Fuel Amid Middleman Controversy

The Gambia Revenue Authority (GRA) has confirmed that all taxes on imported fuel have been fully collected addressing recent claims that revenue was lost due to non-payment by intermediary companies.

GRA Commissioner General, Yankuba Darboe provided clarification during a joint IMF-MOFEA press briefing on Wednesday.

Darboe explained that imported fuel is first deposited at certified bonded warehouses, where suppliers are not liable for duties. Instead, Oil Marketing Companies (OMCs) purchasing the fuel are responsible for paying customs duties and corporate income tax. “It is not correct to say that no tax was collected. Duties were fully paid by the OMCs when the fuel left the warehouse,” he said.

He acknowledged that some intermediary companies, which are neither suppliers nor OMCs, had not yet fulfilled their tax obligations. These cases are addressed through GRA’s “Best of Judgment” approach, which allows businesses to dispute or adjust the assessed amount once notified. Darboe noted that two such companies previously levied GMD 8 million had not paid, as they were operating without proper licensing.

“The collection process for all fuel imports is consistent, and all legitimate revenue has been accounted for,” Darboe emphasized. He reminded businesses that taxes are due based on economic activity, whether operating independently or through larger companies.

The briefing coincided with the visit of an IMF Mission Team from Washington, conducting reviews of The Gambia’s Extended Credit Facility and Resilience and Sustainability Facility programs. The GRA stressed that transparency and compliance remain central to the country’s revenue collection efforts.
