Gambia VP outlines payroll, revenue reforms amid budget constraints

Vice President Muhammad B.S. Jallow on Monday briefed the National Assembly on measures being taken to address recommendations issued by the Finance and Public Accounts Committee (FPAC) on the government’s 2020 audited accounts.

Presenting the government’s responses, the Vice President said the Ministry of Finance, the Accountant General’s Department (AGD) and the Office of the President are working to strengthen payroll control and improve compliance with public financial regulations. He noted that the integration of the Human Resource Management Information System (HRMIS) with the IFMIS payroll module is underway to curb budget pressures and ensure conformity with approved manpower levels.

On reconciliation of the 2020 accounts, Jallow told lawmakers that the AGD is collaborating with auditors to address outstanding variances, with an update expected to be submitted to FPAC within 30 days. Technical issues affecting the reconciliation process have been referred to system suppliers for resolution, he added.

The Vice President also reported efforts to tighten revenue management, including improved accounting for below-the-line transactions and timely remittance of statutory deductions such as PAYE and social security contributions. He cited challenges faced by some agencies following reductions in their revenue bases. The Gambia Investment and Export Promotion Agency (GAIPER), for instance, recorded non-compliance between 2023 and 2025 after losing 75% of its revenue from special investment certificate fees. He said steps are being taken to reconcile arrears and strengthen cash-flow prioritisation.

Jallow further highlighted directives issued to public agencies and local councils — including the Independent Electoral Commission (IEC), National Nutrition Agency (NaNA), the Public Utilities Regulatory Authority (PURA) and several municipal and area councils — to provide pending documentation, implement FPAC recommendations and submit progress reports within 90 days. Some councils, such as Mansa Konko Area Council, have introduced digital revenue databases, monthly reconciliations and standardised financial procedures to enhance governance.

Concluding his address, the Vice President said all institutions are working to meet compliance requirements, recover outstanding funds and reinforce internal controls, while FPAC continues to track implementation of its resolutions.
