Former Attorney General and Minister of Justice, Mr. Abubacarr M. Tambadou, reappeared yesterday before the Special Select Committee investigating the sale and disposal of assets forfeited to the state, shedding light on key discrepancies in the reporting and handling of properties linked to the Janneh Commission recommendations.
During his session, Tambadou clarified that while multiple copies of the inter-ministerial committee report on forfeited properties exist, there is no signed final version of the document. “The report circulated by different task force members, the Ministry of Justice, and even the Office of the President, remains unsigned. However, all parties involved agree it accurately reflects the task force’s decisions,” Tambadou told the committee.
He explained that the report was submitted to the Secretary of Cabinet with email exchanges showing requests for task force members to sign it. These exchanges indicate that members were provided with electronic copies, gave comments, and ultimately raised no objections when the report was presented in Cabinet.
Tambadou also provided insights into the role of the technical subcommittee of the ministerial task force, chaired by the Solicitor General. This subcommittee, composed of permanent secretaries from various ministries, was tasked with reviewing the full list of properties and the Janneh Commission’s recommendations, providing a secondary layer of transparency and detailed guidance to ministers who could not personally scrutinize every property.
“The technical committee advised on the best use of each property, including leasehold and regional properties,” Tambadou explained. He emphasized that the ministerial task force adopted a piecemeal approach, prioritizing properties for sale while continuing deliberations on others.
On the matter of reports submitted to the Cabinet, Tambadou noted that the document he personally drafted and submitted on April 23, 2020, reflected the sales conducted during his tenure. However, he stressed that the final report was completed after he left office on June 30, 2020, making it impossible for him to have overseen its submission.
Tambadou’s testimony aimed to clarify the procedural accuracy of property sales and report submissions, addressing concerns over factual consistency and the legitimacy of documents relied upon by the committee.
The committee now faces the task of reconciling the multiple submissions and unsigned reports to ensure its findings are grounded in accurate and verifiable evidence.
