Assistant Accountant General Appointed Project Manager for HRMIS

Mr. Alhagie Jallow, the Assistant Accountant General has been appointed as Director of Reforms and Project Manager for the Human Resource Management Information System (HRMIS) project under the Ministry of Public Service.

He replaced Mr. Sheriff Jallow who is now the Permanent Secretary (PS), Reforms at the Ministry of Public Service (MoPS).

Mr. Jallow is exceptionally well-suited to assume the dual role of Director of Reforms and HRMIS Project Manager because he is a highly experienced and accomplished civil servant who brings a wealth of relevant expertise to this critical position.

His years of service included heading the Treasury Unit, where he was responsible for the oversight of the government’s payroll system, thus this experience provides him with an unparalleled understanding of the existing system’s architecture, its operational challenges, and the precise requirements for a successful integrated HRMIS.

He also played a key role throughout the entire Integrated Financial Management Information System (IFMIS) implementation process, from initial design and configuration to government-wide rollout and stabilization.

This comprehensive experience with complex system integration projects is vital for navigating the technical and institutional challenges of the HRMIS and Mr. Jallow’s first-hand knowledge of integrating financial and administrative systems provides a proven roadmap for ensuring a seamless and effective HRMIS deployment.

His demonstrated leadership and deep understanding of financial and human resource systems make him the ideal candidate not only to manage the complex HRMIS implementation but also to spearhead the broader civil service reform agenda as stipulated in the Civil Service Reform Programme Strategy 2018-27.

His Office will be responsible for the day-to-day coordination and oversight of all HRMIS implementation activities, ensuring the project stays on schedule, determine and advise the Project Sponsor on the project resource requirements.
