Accountant General Flags Gaps in Janneh Commission Asset Sales Records

The Accountant General, Agnes Macaulay, yesterday appeared before the parliamentary committee, highlighting discrepancies and limitations in the financial records related to the proceeds from the sale and disposal of assets identified by the Janneh Commission.

She appeared before the National Assembly Special Select Committee investigating the sale and disposal of assets identified by the Janneh Commission.

During the session, the AG explained that while all transactions were reconciled with bank statements, certain deposits and reversals created gaps in the total amounts recorded. She cited an example where D250,000 from the sale of a tractor was reversed in the banking records, reducing the total reflected in the reconciliations.

“The reconciliation process matches the receipts collected by agents with deposits into bank accounts,” she said. “But we are not privy to the reasons for every reversal or erroneous entry. That is the responsibility of those handling the transactions and the banks themselves.”

The AG noted that a total of D6.69 million had been deposited across various treasury accounts, with D2.49 million later transferred to the Central Revenue Management (CRM) accounts. She explained that multiple sub-treasury accounts were used due to logistical challenges in moving cash from different parts of the country to the central account, making direct transfers from sales proceeds impractical.

Committee members raised concerns over the traceability of funds, particularly those from sales of former President Jammeh’s assets. The AG admitted that while the funds under his office’s control were reconciled, she could not fully account for money deposited into other accounts outside state oversight.

“This is not an anomaly,” she said. “Our involvement is limited to accounts we manage. We reconcile what is submitted to us, but cannot speak to funds outside our direct oversight.”

The session also revealed challenges in auditing these accounts. While the funds were included in the consolidated government audit, the AG acknowledged that no standalone audit had been conducted specifically on the Janneh Commission asset recovery accounts.

Committee members expressed frustration that, despite years since the commission’s report, a complete picture of total funds generated from asset sales remained unclear. The AG promised to assist further where possible, noting that the committee’s work could help clarify outstanding discrepancies.
