Stiffing landlords is killing NYC’s housing market

New York City’s Rent Guidelines Board gave preliminary approval Wednesday to rent hikes of between 1.74% and 4.75% for one-year leases that start after Oct. 1 and 4.75% to 7.75% to two-year leases.
